Solution for TDD-LTE-LTE-Parameter adjustment for TDD to FDD

Parameter Adjustment Strategy : 
1.  Increase the difficulty of cell reselection from TDD to FDD.
2.  Improve the threshold of cell handover  from TDD to FDD.
3.  Reduce the redirection times from TDD to FDD.
